The UK government has taken a deliberately different approach to AI regulation than the EU. Rather than a single comprehensive AI Act, the UK is pursuing a pro-innovation framework that distributes regulatory responsibility across existing sector regulators. The FCA regulates AI in financial services, Ofcom in communications, the CMA in competition, and the ICO in data protection. Each regulator interprets and applies a common set of principles within their domain.

The five cross-sector principles established by the government are: safety, security, and robustness; transparency and explainability; fairness; accountability and governance; and contestability and redress. These are not yet legally binding, but they signal the direction of travel. The AI Safety Institute, established in 2023, conducts research and provides technical guidance, while DSIT coordinates the overall framework. Legislation is expected to follow as the framework matures.

Create audit trails that record how AI systems reach their outputs.
